The Department of Pension and Pensioners’ Welfare (DoPPW) has announced the launch of Digital Life Certificate (DLC) Campaign 4.0, a nationwide initiative aimed at making the process of life certificate submission easier for senior citizens and differently-abled pensioners. The campaign will run from November 1 to November 30, 2025, across nearly 1,600 district and sub-division head offices in India.
Why the campaign mattersUntil now, pensioners were required to physically visit banks or pension offices every year to submit their life certificate in order to continue receiving pensions. This was often a tedious and challenging task, especially for the elderly and differently-abled.
With the introduction of facial authentication technology, pensioners can now complete the process from the comfort of their homes using just a mobile phone. This move is expected to save both time and effort, ensuring timely pension disbursement.
Special provision for super senior citizensThe government has made special arrangements for pensioners aged 80 years and above. Such super senior citizens will be allowed to submit their Digital Life Certificates starting from October 2025 itself, a month before the official campaign begins. This early window has been introduced to avoid any delay or interruption in their pension.
Banks have already been directed to facilitate this service from October onwards.
Who will assist during the campaign?To make DLC Campaign 4.0 a success, the government will be assisted by pension disbursing banks and India Post Payments Bank (IPPB). In addition to designated camps, doorstep services will also be provided for elderly and differently-abled pensioners, ensuring inclusivity.
Step-by-step process to generate Digital Life CertificatePensioners can now generate and submit their life certificate digitally using Aadhaar-based face authentication. Here’s how:
Step 1: Download the Aadhaar Face RD Application from the Google Play Store. This app works in the background and is mandatory for face authentication.
Step 2: Install the Jeevan Pramaan App from the Play Store.
Step 3: Open the app and complete the operator authentication by entering Aadhaar number, mobile number, and email ID.
Step 4: Enter the OTP received on your mobile and submit the details.
Step 5: The app will ask for permission to scan your face. Click “Yes” and follow the on-screen instructions for face capture.
Step 6: Once operator authentication is complete, the pensioner can proceed with self-authentication. Enter Aadhaar number, mobile number, and OTP again.
Step 7: Fill in details such as name (as per Aadhaar), type of pension, PPO number, account number, pension issuing authority, and other required information.
Step 8: Submit the details, confirm, and complete the face scan process.
Step 9: Upon successful submission, the screen will display a confirmation message along with a Pramaan ID and PPO number. Pensioners can also download their Digital Life Certificate anytime from the official website using the Pramaan ID.
Government’s digital pushThe Digital Life Certificate initiative is part of the government’s larger effort to enhance ease of living for senior citizens. By leveraging technology, the process has become hassle-free, reducing dependency on physical visits and paperwork.
With Campaign 4.0, lakhs of pensioners across the country are expected to benefit from a more transparent, efficient, and convenient pension management system.
